What is Work Incentives Planning and Assistance (WIPA) Program?
What is WIPA?
WIPA stands for Work Incentives Planning and Assistance. It is funded exclusively by the Social Security Administration.
How does WIPA work?
If you receive Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) and want to work (or, are already working), you can talk to a Goodwill staff person certified to provide you with accurate and timely information about the impact of earnings on your SSI or SSDI cash and healthcare benefits.
We can also help you use important work incentives that allow you to keep your cash and healthcare benefits, at least temporarily, as you work toward earning more money through work!
How do I know if WIPA’s right for me?
You’re a good fit for WIPA services if:
• You are currently eligible for SSI and/or SSDI benefits
• You are at least 14 years old and haven’t reached full retirement age
• You are working now or work is in your near future
WIPA services are free, voluntary, and confidential!

A friendly staff person will get back to you within 3 business days! You should know that there are three (3) WIPA projects in Pennsylvania. Goodwill’s WIPA covers 35 counties in Central and Northeastern Pennsylvania.
Pennsylvania Counties that we serve include Adams, Berks, Bradford, Carbon, Centre, Clinton, Columbia, Cumberland, Dauphin, Franklin, Fulton, Huntingdon, Juniata, Lancaster, Lackawanna, Lebanon, Lehigh, Luzerne, Lycoming, Monroe, Mifflin, Montour, Northumberland, Perry, Pike, Potter, Schuylkill, Snyder, Sullivan, Susquehanna, Tioga, Union, Wayne and Wyoming and York.

Contacting the helpline as a first step is especially helpful if you have very general or basic questions about how work will impact your benefits; and you’re not ready to meet one-on-one with one of Goodwill’s benefits counselors.
How does Goodwill get to provide this service?
Goodwill’s WIPA program is funded by the Social Security Administration – the very organization that provides you with your monthly cash benefit. Social Security encourages you to try work while getting the facts you need to make good decisions about earning’s impact on your cash and healthcare benefits. They want you to get ahead!
Social Security is funding WIPA programs throughout the United States and its territories to help SSI and SSDI beneficiaries just like you get the accurate and timely information they need to plan for and advance in employment. Understanding Social Security’s work rules and regulations can be confusing if you try to go it alone. That’s why Goodwill and other WIPA projects are here! We provide an easy to access entry point for you to get the initial and ongoing benefits support you need to get to work, stay employed, and advance in employment.
WIPA providers like Goodwill are the only benefits counseling programs promoted by the Social Security Administration. You can be assured that the information and guidance you receive from Goodwill is trustworthy. And, you will never pay for the services you receive from Goodwill’s WIPA program.
